At the 2026 St. Petersburg International Economic Forum (SPIEF), partners signed an agreement to implement an import substitution investment project in the Dubna Special Economic Zone.
At the 29th St. Petersburg International Economic Forum (SPIEF), Sber and the biopharmaceutical company PSK Pharma (part of the Rus Biopharm group of companies) signed a cooperation agreement.
The parties are jointly implementing an investment project to create a large-scale production facility for active pharmaceutical ingredients (APIs) using chemical synthesis at a production complex in the Dubna Special Economic Zone (Moscow Region).
This agreement provides support for the PSK Pharma site, one of the key assets and technological core of the Rus Biopharm group of companies, in scaling up the localization of APIs. These substances are used to produce the most in-demand drugs in such fields as pulmonology, infectious diseases and HIV, cardiology, neurology, and others.
Sberbank is committed to supporting Russia's high-tech pharmaceutical industry and contributing to import substitution programs. Sberbank will provide the project with a full range of banking services, including lending, cash management, acquiring, payroll services, and financial consulting. Sberbank specialists will also provide expert technical support. For Rus Biopharm, the partnership with Sberbank offers stable financial support and advanced digitalization tools.
The key advantage of the PSK Pharma plant is the integration of all stages of API production into a single process chain at a single site. The complex integrates R&D laboratories (developing API molecule production technology and analytical control methods), pilot and industrial equipment for multi-stage chemical synthesis, purification and finishing sections for pharmaceutical ingredients, and final quality control laboratories. This architecture ensures complete process control, reduces dependence on external suppliers, and shortens the path from laboratory development to industrial production.

Today, PSK Pharma's production complex in the Dubna Special Economic Zone already includes three plants with 17 modern production lines, including specialized facilities for the chemical synthesis of APIs. The company's portfolio includes over 100 registered drugs, 21 of which were first reproduced in Russia.
After signing the agreement, the partners will begin detailed development of the project roadmap, determine the stages for commissioning new facilities, and form a pool of technology partners.
